Georgia - Illegal Issues of Postage Stamps

Dear Sir/Madam

The postal administration of GEORGIA asks me to inform you of the following:

"Our postal administration is alarmed by the circulation of several sets of postage stamps issued in the name of the Republic of Abkhasia, the Republic of South Osetia, Adjara and Batumi.

Please note that Adjara is an Autonomous Republic, the capital of which is Batumi, and that it is an inseparable part of Georgia. Other Autonomous Republics on the territory of Georgia are Abkhasia and South Osetia.

Accordingly, the stamps issued in the name of the above-mentioned Republics are illegal and their existence on the world market damages the reputation of Georgia, of the postal services and the world philatelic market.

We therefore appeal to the postal administrations of all Union member countries not to accept items bearing, by way of prepayment, any of the postage stamps mentioned in the attached list.

The postal administration of Georgia entertains high hopes of the assistance the Universal Postal Union and the World Association for the Development of Philately (WADP) will provide in resolving this problem."

"The so-called Republic of Abkhazia and Republic of South Ossetia continue to issue postage stamps. Those to have just appeared are stamps bearing the inscription 'Republic of Abkhazia' in Russian and Abkhazian and a caricature of President Clinton and Ms Lewinsky, and stamps bearing the words 'Batumi Post' in Georgian, Russian and English.

"In accordance with article 5 of the Universal Postal Convention, 'Only postal administrations shall issue postage stamps attesting payment of postage…."

"The Ministry of Posts and Communications of Georgia therefore states that, as Abkhazia and South Ossetia form an integral part of the Republic of Georgia, all postage stamps bearing the words 'Republic of Abkhazia', 'Republic of South Ossetia' and 'Batumi Post' are illegal and cannot be used as a method of payment."
